    Knowing very few restaurants in Chicago I'll just take a whack at it and guess the Chicago Art Museum dining room. Reminds me of something I saw on Check Please.

    Based on what I can figure out, this is a French influenced restaurant (fancy enough to put foam and truffles on food), maybe close to the Art Institue, and has the endorsement (or influence) of Escoffier. The sign about great food is a little tacky tho. Could be Tru. That's it, I'm tapped out. Where is ReneG when you need him?
