My understanding of signs like this is that they mean the restaurant doesn't open its restrooms to members of the public who are not customers. Not that the restaurant denies restroom access to customers and their families.

Yeah, in a space that small, I don't see how they could have possibly "cashed in" even if they wanted to. It just wasn't scalable. And as much as it's amusing to poke fun at them for their occasionally gruff manner with customers, I can say with certainty that I wouldn't have been any better at it. There's a reason -- several, in fact -- why they don't let me talk to the customers anymore at my job.
